According to the Constitution of South and Southeast Asian University Network, Heilongjiang University has been accepted as the member of South and Southeast Asian University Network.

Introduction:

Co-built by provincial government and the Ministry of Education, and co-supported by Heilongjiang province and State Administration of Science, Technology and Industry for National Defense, Heilongjiang University is a high-level, modern and comprehensive university with distinctive features. It is located in Harbin, the ice city in Northern China. Its history dates back to 1941 when the Russian language team was founded in the third branch of the Chinese People's Anti-Japanese Military & Political College in Yan'an. In the framework of the global strategy, HLJU has been dedicating in serving the promotion of the strategic partnership between China and Russia for more than 80 years since its establishment. To promote its major advantage of Russian language and keep it in the leading role, HLJU has cooperated with Russian universities in an allround way, including talents cultivation, scientific research, international cooperation and exchanges, social service, etc. HLJU is now a comprehensive university with the widest coverage of disciplines & majors, and the strongest late-developing advantage in Heilongjiang province.

With a wide range of disciplines, HLJU has great advantages. There is a total of 29 teaching departments and 88 undergraduate majors covering 12 disciplines of philosophy, economics, law, education, arts, history, science, engineering, agriculture,management,art and interdisciplinary. HLJU has the qualification to authorize doctoral degree for 12 first-class disciplines, to authorize master degree for 38 first-class disciplines and to authorize professional master degree for 28 categories. Two key disciplines of the national level (including one under cultivation), and four characteristic disciplines on national defense are offered by HLJU. There are also 7 mobile postdoctoral research stations and 3 postdoctoral research workstations in HLJU.
